  • Hannah Thomas, Ph.D.

    EXECUTIVE DIRECTOR

    With over 24 years of experience conducting mixed methods research, Dr. Hannah Thomas is known nationally as a strategic and visionary leader in research. Her focus is improving policy so that it works for individuals, families and communities. Using collaborative mixed methods and participatory approaches, she focuses on program design research so programs fit seamlessly into people’s lives in the ways they need for dignity and agency. She regularly provides strategic guidance to clients to inform program impact. She has conducted research to inform strategic planning for the Knight Foundation, program design of asset-building programs such as the Family Self-Sufficiency program, guaranteed income programs, healthcare career pathway programs, financial capability and coaching programs, and community development and community wealth programs. She has an emerging strand of work linking arts and culture programming with community wealth and social capital. Dr. Thomas holds a Bachelors in Geography from Cambridge University, and a joint Ph.D. in Social Policy and Sociology from Brandeis University.

  • Andrea Anderson, Ph.D.

    PRINCIPAL PARTNER CONSULTANT

    Andrea A. Anderson, PhD is an evaluation and learning strategist who helps organizations understand how systems shape economic mobility, housing stability, and community well-being. She brings deep expertise in qualitative inquiry, community-engaged research, and equity-centered learning practices that illuminate the lived experiences of families navigating economic and structural barriers.

    Andrea previously served as Director of Strategic Evaluation, Learning & Impact at The Skillman Foundation, where she led evaluation and learning efforts focused on advancing racial equity in Detroit’s youth-serving and education ecosystems. Most recently, she was a Principal Associate at Abt Global, contributing to national research on housing equity, economic mobility, and community-engaged approaches in public policy.

    Andrea holds a PhD in Evaluation and Planning from Cornell University.

  • Debbie Bocian, MPP

    PRINCIPAL PARTNER CONSULTANT

    Debbie Gruenstein Bocian has over 25 years of experience conducting quantitative and qualitative research focused on improving the financial lives of individuals, families, and communities. Her policy expertise crosses a wide range of economic and social policy fields, including housing, asset building, financial education, financial inclusion, and consumer financial protection.  She has designed and implemented research projects for a variety of government agencies and nonprofit organizations. Ms. Bocian holds a Bachelor's of Arts in Economics from Haverford College and a Master's of Public Policy from Harvard University.

  • Astrid Hendriks, Ph.D.

    PRINCIPAL PARTNER CONSULTANT

    Astrid Hendricks, Ed.D. brings more than 25 years of evaluation leadership spanning major national foundations, federal agencies, and state government initiatives. She holds a Doctor of Education in Policy, Planning and Evaluation and a Master of Education in Educational Assessment, Evaluation, and Research.

    Previously, as Director of Evaluation at The California Endowment, she shaped cross-foundation evaluation strategies, led logic modeling processes across 14 communities, designed planning-phase evaluations, and developed a foundation-wide dashboard aligning initiatives with institutional goals. At the W.K. Kellogg Foundation, she served as Evaluation Manager, overseeing multi-method evaluations for the Foundation's flagship initiative, Community Voices: Healthcare for the Underserved, and translating evaluation findings into actionable insights across Health, Youth, and Education funding areas. As a Fellow at ICF International, she led evaluation activities across multiple sectors including workforce development, higher education, and community service — with clients ranging from the Department of Labor's TAACCCT projects to the Robert Wood Johnson Foundation and the Blue Shield of California Foundation.

    Dr. Hendricks' evaluation practice is grounded in equity-centered and participatory approaches, with particular expertise in mixed-methods design, place-based and policy evaluation, data visualization, and building organizational evaluation capacity. She has served as Co-Chair of the Policy and Advocacy Topical Interest Group for the American Evaluation Association and as a member of AEA's Workgroup on Cultural Competence in Evaluation.

  • Alicia Atkinson, MPP

    Alicia Atkinson, MPP

    SENIOR ASSOCIATE CONSULTANT

    Alicia Atkinson is an accomplished applied research strategist and systems analyst, specializing in applied research supporting philanthropy and practitioners focused on economic well-being. Alicia’s work bridges theory and practice, facilitating mixed-methods inquiry and collaboration with community, employer, and philanthropic stakeholders.

    Her impactful leadership spans nonprofit, philanthropy, and research sectors, where she has designed and evaluated initiatives linking individual financial outcomes to systems-level conditions. Alicia spearheaded an 18-month pilot with the Washington State government and the W.K. Kellogg Foundation, developing a two-generation financial education curriculum for over 300 families across 11 sites—featured in the Journal of Participatory Research. She also created Money Mindset Cards, a practitioner-facing tool scaled nationally, managed coalitions of 30 organizations, authored policy guidance, and shared her work at major convenings such as CFPB, RECS, NAWRS, Circles USA, Green Path Financial Wellness, and Prosperity Now, advancing access and impact throughout the financial capability field.

  • Cristina Booker, MPP

    SENIOR ASSOCIATE CONSULTANT

    Cristina Booker, MPH, PMP is an accomplished and results-driven professional with more than 20 years of experience across diverse U.S. populations and service settings, including multidisciplinary program evaluations focused on social needs and health equity for governmental and philanthropical organizations. She has developed monitoring, evaluation, and data collection plans based on theories of change, logic models and collaborative evaluation planning with clients and their key stakeholders. Ms. Booker has applied mixed qualitative and quantitative methods to monitor program performance, analyze outcomes, and generate actionable knowledge for program improvement. She brings extensive experience in evaluation implementation – including bilingual (English and Spanish) data collection material design and quality review, data collection, data analysis and synthesis and reporting. Her work has emphasized qualitative methods, such as in-person and virtual site visits across Chicago and Cook County, to collect in-depth interviews and focus groups with program staff and administrators, external partners, program participants, and comparison group staff. She has authored and contributed to peer-reviewed publications, summative and topline reports, toolkits, in-person and virtual briefings and presentations to disseminate findings to stakeholders, policymakers, and the broader field. Ms. Booker earned her master’s degree in public health from the University of California at Berkeley and a project management professional certification. 

  • Armando Vizcardo, MPP

    ASSOCIATE CONSULTANT

    Armando Vizcardo-Benites is a mixed methods researcher with extensive experience working in the social and public sector as a community development and evaluation analyst. He has over 8-years of professional research experience conducting in-depth qualitative data collection and analysis at The Gastón Institute for Latino Community Development & Public Policy, Abt Global, the Institute of Economic & Racial Equity at Brandeis University, and the Institute for Equity in Child Opportunity & Healthy Development at Boston University.

    Currently, he is a third-year doctoral candidate at The Heller School for Social Policy & Management at Brandeis University. His research focuses on assessing income, welfare, and asset-building policies, and its impact on lower-to-middle income and immigrant workers and families. He received a Master’s in Public Policy from the Heller School and a Bachelor of Arts in Economics from UMass Boston.

  • Paul Serotkin

    CHIEF OPERATIONS CONSULTANT

    Paul provides Incevia with oversight on operations and organizational infrastructure. With three decades-plus of industry experience, Paul Serotkin has spent his entire career in the government contracting industry, encompassing executive management, directorship, consulting and investment.

    He focuses on building infrastructure aligned with strategic plans and projected revenue, developing and deploying corporate strategy, delivering financial strategic advisory support, and managing contract and compliance functions. He principally works with small businesses and socio-economic federal government contractors.

    Contracts under his management included social science research of Afghani and Iraqi populations and impact evaluations under foreign assistance contracts to developing countries.

Incevia was founded in 2025 to meet the growing need for people centered, community engaged research that focused on developing thriving families and communities.

We are a network of consultants leveraging quantitative, qualitative and mixed methods alongside the latest tools and technologies to answer clients’ most pressing questions. Consultants are based across the country.

We have several formal partnerships.

We work closely with Sabol Creative, a women owned small business, to provide seamless and visually stunning graphic design work for our clients deliverables.

We have an arts-based initiative working closely with Arts for Social Cohesion to build an arts and culture evaluation practice.
